Sah Mah Gwi maki really isn't a block. Its intended use is to capture an opponents hand. To execute this technique you preform a side block and when you make contact with the opponents wrists/arm you colapse your hand and wrist and grab with the pinky, ring, and sometimes middle fingers around the wrists/arm of the attacker. When performing this capture/block your elbow should remain pointed down along with your fingers.
